I would do month to month.If the tenant wants to leave, or simply stop paying, they will.A year long lease at least "tries" to give you predictable income and turnover so you're expecting it.At least if it's month to month, evictions for non-payment MIGHT be easier.And if a tenant ends up whiney and annoying or problematic, you're not stuck with them another year.If you wanted to sell the property, 30 days notice.If you want to renovate and need it vacant, 30 days notice.If you want or need to raise rent to cover increasing expenses, 30 days notice.If they've stayed there a year already, they might stay another year with a month to month lease.

I can only assume the department waived the additional charges or made some deal that made the tenant happy since I haven't heard any more complaints in our follow up conversations.What is annoying is that it shocks me that no one thought the sound of a toilet running for about 45 days straight was a problem until they got the bill.
