Nah, you could achieve similar returns with honestly the same if not lower risk, just investing in an index fund.

Safe option probably depends on your experience and motivation and maybe the market where you buy. 

There are so many that offer a new way to find motivated sellers that no one has ever done before. 

The biggest lesson was that with the right partner and plan, even a first-timer can achieve significant success in real estate investing.

So is your comment about passive investors wanting ROI that are only achievable (on a SUSTAINABLE basis, and without undo risk) by knowledgable, experienced active investors "in the game".  

By becoming an expert in a market you're familiar with, you'll be positioned to achieve outsized returns.Invest wisely by leveraging your knowledge and connections rather than just seeking the next big opportunity.

Shouldn't the values placed on properties be objective regardless of motive to cover budget?

Rarely does it achieve the intended ends, most often it just wracks up the losses for client.
