Contact your local housing authority to get clarification, as you could already of run into a legal situation by even calling a service animal a pet. 

The delay in reporting the incident to both me and authorities pretty much destroyed any chance of finding the person responsible.

Additionally your tenants should be reporting the dogs for barking.I would not hesitate to report the situation to authorities, dogs are a serious concern.

I guess if I want to fully proceed I’d need to either get my existing tenants written authorization to keep electronic copies of the lease as original or just wait until they move out/resign.

Call the housing authority and find out what is needed to set you up as current landlord once you close on property so the payment is not delayed.The lease would continue as per the terms and you would probably find any notice of renewal or non-renewal would also need to be sent to them as well .
