I will tell you that many people who invested in Class B or C apartments during that time got a variable rate loans which was based on SOFR ( secured overnight financing rate) + set number.  

For illustration purposes, what are the benefits of acquiring 100 units if they are located in a C/D market with terrible fundamentals and no reasonable expectation they will appreciate?

If Class B, C  or D, then what credit score are you expecting from an applicant?

I would rather own a home in Class A area for 20 years over Class C and can probably with high confidence say that you will be in a much better spot later in life with Class A vs.

With a budget of $200k, your 2-4 options are going to be limited mostly to the south side of Chicago which is either going to be C or D class.
