If you don’t pull them to expose the lumber and pay to put new drywall up and paint, then your only option I think is blow in expanding foam.

You would need more dry material like shavings etc. it will need to be turned regularly, etc  usually compost needs to be on concrete so it does not affect water supplies I might suggest to them to continue to dispose at the local place that does composting.

I don't have a great product recommendation, however there's an expanding foam product that's made for gaps to make a coy pond, so it's got to be water proof.The next time we need a stop gap, we will mark where the water is coming from, and then when it's stopped raining, we may try sealing it up from the inside.Of course, this is a band aid as usually when water is coming through, over time you will still have slow rot of your roof sheeting.

I renovated the empty unit at closing helping increase income immediately and the exterior is about 60% done now, just need to do the curb appeal aspects and re-foam the roof. 2/4 air conditioners replaced.
