Insulation for house

I recently bought a two family . Live one unit and rent the other out.

The house was built in 1940's. I noticed that it is not insulated sufficiently. The exterior walls and attic do not have adequate insulation. Currently it is oil heat. The town is planning to install natural gas on the street early next year.

Is getting natural gas a good idea? It would involve incurring expense for two new boilers, as both the units have seperate heating. But if it is a good investment I don't mind doing so, as I plan to keep the house for a while.

Also any suggestions as to how to insulate the walls and attic. My house is based in North West New Jersey.
