Paying for time might entice someone, but good and quality contractors mostly prefer to work on site than make a detailed estimate.

Lower income tenants are just going to have more issues.The problem with buying 29 Palms today, along with almost any 2nd-tier area in CA, is that declining interest rates have driven prices up to the point that returns just aren't enticing. 

Look at the providers that post here that use FAKE cap rates to entice newbies into unprofitable properties. 

The only thing that's enticing are the great deals you can get, rent out for a couple years where you can benefit from the tax credits (for however long you can get them) and then sell to try and make some money on it before you have to pay taxes in full.

Additionally, I used a commercial loan as the basis for funding with 20% down, but am hoping to work seller financing to entice them to a lower price with opportunity for interest and a monthly income stream.  

I've tried following up with email but still had no respond.I happen to be in Denver this whole week for work, so I was hoping that my video would entice enough interest to garner a meeting with the famous Josh Dorkin and the BP team.

I've heard stories when other investors will post properties and advertise it's cash flowing with a tenant already in place to entice others. 

Some of the prices seem enticing and as a newbie I didn't look into the rent control law thoroughly.  

@Carla Krash Yes, the cash return you can possibly achieve through real estate is very enticing indeed!  

I have offered (and been turned down for) a lease option, even countering with above asking to see if I could entice the owners.
