The city is about to build a new park right next door and I fear that these properties will somehow ruin that too. 

This is basically how mobile home parks usually work where the person owns the mobile home and rents the spot.

Yes, they can stop you from replacing any old homes in parks; even "gradfathered" parks if the local government wants no more parks. 

I've looked up local GIS maps and checked for tax assessments, but I don't think that's at market rate either.Same question for market rent - when searching for other parks in the area, it's very hard to get anyone to call / email me back for information.Any suggestions?
