PG County you can not rent out the basement. 

I did some research and found where PG County's Housing Authority will pay up to $2,900 for a 4 bedroom under their voucher program (WOW!).

I guess its still going.I hear a lot of people going into PG county do you know anything about that area ?

I would add turnover (costs and how to mitigate), a step by step eviction process for your county so a landlord is confident enough to do it him/herself without a lawyer, accounting basics and how to maximize deductions, and I would recommend building in large time slot for Q&A
