They replaced the condenser and retrofit the evaporator for the newer type of refrigerant. 

They explained that the line set runs to 3 other condensers at this condo complex and that it would be a big job and I need permission from the hoa.

Give him some time, that 75 lead list will begin to condense and concentrate into better results. 

You can by the condenser online but it won't come charged because the AA coil is a separate part that sits on the furnace.

If condensation has built up under the plastic your basement is not currently sealed and you'll have moisture problems you'll want to address (tiles, vapor barriers,sumps).

Most of the ones we manage have flat top roofs with condenser units on top.

AC condenser went out in a unit I closed on this month...Property management co submitted bid to do the replacement for $5k in-house (for condenser and evaporator coil to bring up to 410A from R-22).  

@Chris Sullens you might want to out a cage on your a/c condenser if you haven't already done so.

It sound like it is cooling, just not very well,   Could be a dirty evaporator coil, a dirty condenser coil, dirty filters, or it might need Freon.
