You can by the condenser online but it won't come charged because the AA coil is a separate part that sits on the furnace.

If condensation has built up under the plastic your basement is not currently sealed and you'll have moisture problems you'll want to address (tiles, vapor barriers,sumps).

It sound like it is cooling, just not very well,   Could be a dirty evaporator coil, a dirty condenser coil, dirty filters, or it might need Freon.
