What State(s) are you looking at (more precisely, what cities or counties)? 

The more vague and lacking in detail that this concept is left to, the more difference of opinion of what Fair Market Value is.I also strongly recommend you add language that: a) Define precisely what comparable market rent is to be surveyed.

The hiccup will be the required 7 day advance copy of the Precise closing statement for financed buyers.  

There usually isn't getting around an on site physical inspection of the property to get an exact and precise list of these items/issues to determine the exact rehab cost.
