If you got accepted into a C-grade school, and you are a B student, you will get B's.If you then got accepted into MIT, you will STILL get a B if you are a B student.

Odds are the conflicting information is most likely talking about different markets/products/price points/area grades etc.

Now, this example is relative to grading locations based on what investors are willing to pay for property.

Will - you should be able to find smaller properties leased to investment grade tenants with 10+ years remaining on the lease term IF you are willing to buy in tertiary markets. 

Do you have an opinion on the consumer protection issues related to wholesaling...consumer with a 6th grade education works for 30-years, pays off her mortgage and hasn't a clue about the power of equity in her home...in comes a wholesaler promising the world and negotiating away the equity she has built up....seems to me the Attorney General's would want to take this on at some point...

Is that price for the building from grading to finish with interior finish pricing, excluding garage/decking?

If you want to stick with vinyl (and most investors do), there are usually different grades from each manufacturer - often they have a 100, 200 or 300 serices.
