I would like to add that some water districts will come out and check the meter for free if you can show justifications.

Also, just if you plan on using a Realtor to sell the property, let them know the reason for the 'For Sale by Owner Sign" is out, is because you do not want to list it until it is complete.  

And keeping my unit from smelling bad is a legitimate business justification for rejecting an applicant. 

It sounds like you intent to buy in cash, so there is more of a justification for the LLC/umbrella policy. 

At minimum, especially in condos, I suggest a min size of 2 bed/2 bath to start justification…if you can invest bigger, 4 or 5 bedroom homes on the Island are more of a rarity, and in the right location with the right amenities, that will start your serious cash flowing off on the right foot!
