All of that concrete rubbish has to be hauled away and new soil brought in.

MAKING SURE THE SOIL IS TESTED TO MAKE SURE IT CAN STAND THE PRESSURE I ASSUME, LAYING THE SLAB OF CONCRETE KEEPING IN MIND OF UTILITIES AND ETC.

Is market like Texas where they often have soil/foundation issues, or like MN/the Midwest where the asphalt shingles might have hail damage?

What's the cost to build - one might be more advantageous because of terrain or soils (ask the sellers for a soils report). 

I have been looking in GA. ( Augusta, Columbus, Sandy Springs, Savannah, Roswell, GA area /  If you have any multi family under $4mm /20 or more units/ value add / B or C property in B area / mix of 1 and 2 bedroom / population more than 30k please let me know. 

My first thought would not be a foundation repair, it would be to catch the water from the hill OUTSIDE the house and direct that water somewhere else making the soil against the house on that side less wet.

The soil naturally filters and treats the water.
