These cities literally helped build up this country and our economy and I will never understand how much negativity they receive for fighting through adversity and playing the cards they're dealt!

It's called building bench strength. 

We needed to build more there but the cost to build has doubled and the return is t sufficient.

Are you saying that because of this unit, the building might not be able to be refinanced?
