As a licensee you are held to a higher standard and held accountable to things that non-licensed investors are not.

We have close to 20,000 licensed realtors, and of those licensees about 10% are also principal brokers.I believe the number of licensed property managers is about 10,000 of that.Property management fees typically run 8 to 10%, with the exception of the city of Portland.

It is ILLEGAL to market properties you do not own unless you are a licensee.

That experience is on top of the required yearly "Continuing Education" that licensees are typically required to take in order to stay abreast of national and local laws that affect RE, and other related topics.

Can this property be wholesaled into a conventional loan and should they have disclosed this information as a real estate licensee? 

You will need to be very sure you know which, since you have now come to the attention of a licensee who really can make trouble for you if he is so inclined.This is a good warning for all wholesalers.  

If the courses you took while in school count towards the required education for licensees in the state of PA, then all you should need to do is take the PA real estate salesperson exam.
