-HAZMAT mitigation-Additional plumbing installed and water consumption (commercial building usually has fewer bathrooms)-Neighbor protests to your re-development idea-Bringing an old commercial building up to modern residential codes (fire/ADA/safety/etc)-Are any amenities close by (industrial neighborhoods don't always have a supermarket or restaurants near by)?

It probably varies from one Taxing District to the next, but usually the "Proposed Assessment" comes out in May or June, and there is a period of time for the property owner to protest the proposed amount.  

Instead she held everything in her own name.I can already hear the howls of protest how this is an estate problem and of course this will never happen to you because you do everything correctly (except protect your assets) and your insurance policy covers everything.

If you buy the property for less than the tax appraised value you can typically protest it and get it down to purchase price the first year but plan on that going up closer to market value in the coming years. 

Conversely though, when I purchase a property for less than what the appraised value is, I use that as ammo to protest my appraised value to reduce my property taxes. 

Tax assessed value is the final value after owner protest and any changes to the appraised value from CAD. 

Appraisers in Colorado are a commodity, and those that can work with accounting firms to protest property tax values are in even more demand.
