Are the Values Listed on HCAD Accurate?

Realtor Situations: When negotiating a deal on a property that has had no upgrades since it's been built, and seems to have no visible issues, do you find the local Appraisal District accurate? 

(Accurate in using their current estimation as a starting point to haggle from)
