I am focusing on roughly 12 unit properties in the Hixson, Soddy, Red Bank area or renovating something on the outskirts of downtown and creating something similar. 

Im in a downtown area with tons  of walkable restaurants, bars, etc and heavily populated residential.  

You can get tenants to put it in their name, but it is a length process. they need a copy of the bill, a day waiting downtown with the water company paying additional deposit to have it put in their name.

@John Anderson they need to be near downtown Chicago where her businesses are located.

It is also close to downtown, the convention center and near several transportation options.

And how far out is it from downtown?  

Can anyone refer a good business/real estate attorney on the west side or downtown Orlando?

Northern Kentucky is also a good area to consider unless you really want to stay north of the downtown area.
