Bankruptcy attys, financial planners, CPAs, title companies and the list goes on and on.

But i aspire to be a master city planner/ developer to plan and make changes in communities.

I would have a chat with a planner at the city that controls this parcel.

As far as the comments regarding screwing people over I guess that an investor needs to take into consideration acts of God in his daily planner and be prepared to deal with events out of his control.

Estate Attorneys and Planners, Trust Companies, Nursing Homes, Realtors, Mortgage Companies who don't buy notes and tax accountants/ CPAs are good sources to tap into for locally held notes.

I have reached out to the city planner for further clarification, and will definitely utilize the HCD as a resource for help dealing with the city.

I'm also interested in building as there are some spectacular lots that are reasonably priced.Go to the govt planner and ask them how much it'll cost to build where you want.
