Some people would probably be better off with a "lipstick flip" for the first project, i.e. paint and carpet, but they tend to be slim margin deals like you said.

Once they file a bankruptcy, it's the property of the BK trustee and only when/if the bankruptcy trustee abandons the property is it up for grabs.The likelihood of a property with equity being abandoned by a trustee is slim to none.

Perhaps with a little cosmetic renovation it will even go above that and net you a little money.Having an extra unit would help (fourplex), but trying to get one for under $400k is going to be slim pickings in Sacramento (2 on the market at that price) and so they will be the worst quality properties in the worst quality areas.House-hacking really isn't intended for cash-flow unless you're putting a fat chunk of money down.

Very slim odds.However, other considerations would be what is the neighborhood policy (what direction is the community wanting to go, there's actually plans for this written down somewhere and accessible online), and what does the council member in favor of.
