Since asphalt is semi fluid, over time the RAP will stick together and form a hard surface similar to placed asphalt. 

If not the pool may not even work, and over time pools can raise if they're left empty as groundwater runs under them and the fluid tension pushes them up.

Stay cash fluid put less down and refinance next year or within the fixed term 3, 5 or 7 years.Just make sure you shop around and do not take a prepayment penalty! 

If it's true,I have  a condo that I want to sell it has a renter in and I think an investor in my are would like to maybe add it to his portfolio I was wondering what is the proper and right way to do it with out braking any bigger pockets rules .
