The DBPR has rejected my experience submissions 6 times, dating back to April, citing that the certification of license history that I submitted was insufficient (although it came from Maine's RE Commission). 

TLDR: Agent had only two showings in 6 weeks, was too drunk (puking) and listed our property 4 days late, my business partner and I had to constantly follow up with agent, constantly told us we were priced correctly so we rejected a lower than asking offer, now saying we should have taken that offer.

I have put several owner finance offers in and have been rejected.

You need to have a policy for whom you will accept and reject.This way, you are not making subjective decisions, which exposes you to liability for rejecting someone.

I am 100% fine with his rejecting these people based on his criteria.  

You will get rejected a lot more, but at least you are being honest with everyone.
