With vaccinations in full swing and most of the Adult populous in San Francisco already vaccinated, I think you will see less apprehension of a move out inspection.

It is likely most people will continue to pay rent, and if any direct stimulus is given to "every adult"  a good chunk of that will go towards rent. 

Nearly all of ours our responsible young adults, who pay rent on time every month. 

If the number of adults is disproportionate to the usual accommodations then there's a good chance it's a party.  

They are adults and hopefully realize there is help available, as it’s been all over the news.
