@Henry Clark The fear of the unknown is stopping one of my co-workers from becoming a homeowner.

The home owner, not that arbitrager, is stuck with the fine.

I also changed direction in mid-stream. . .Homeowners were a young couple with a newborn.

If I could not find one on a property, I would note that as a safety concern and would highly encourage adding one for the safety of the home owners.

It's more straight forward to replace faucets, sinks, light fixtures, etc, all of which can typically be done without a permit.Only homeowners working on their own owner-occupied home are excepted from the requirement that a permit be pulled by a licensed builder - but even then the homeowner *does* have to pull the required permit.

Really…You sound like a disgruntled property manager frustrated with losing business to homeowners who prefer to manage their properties themselves.

It's an easier, less costly way for Homeowners to use their equity -- not just borrow against it.My experience: real estate law, finance and development. 

We have many homeowner clients - all over the country - with Smokies investments.

The new guy who just spent $20-40K for a wholesale mentoring program has no choice but to deceive a homeowner if he wants to have any possibility of making a deal.
