Suggestions on durable flooring/vanities/cabinets/paint that will hide damaged walls, and suggestions on what repairs are necessary to attract better tenants would be greatly appreciated.

If you're thinking about changing the use of a property due to extenuating circumstances (family dynamics, loss of income, COVID, recession, etc), then it's probably a good idea to log that thought or share that with someone in a durable format.

For the rehab process I would always recommend a fresh coat of paint and new carpet or laminate flooring that is inexpensive but durable.

I deduct 10% of the monthly rent for capital expenditures(initially this includes repairs and durable items), 10% for property management and 10% for vacancy. 

We have have no desire to be slumlords but rather offer high quality rentals with nice finishes that are durable e.i. ceramic tile, granite ect.
