no way to really answer this until we know what state or counties you want to do these developments in.Each state and County can be vastly different and as such change the metrics of that whole laundry list of questions you asked. 

I always recommend you do some google reviews and BBB reviews on any training program first to see what they say as well as BP reviews.As it relates to note training as a whole - I can pretty much tell everyone there is not a notes training course out there that will get you flipping notes.

@Stephen Kehoe - my worry is that after I house hack for a year by living in the basement and renting the upper floors, an inspector will need to review the property to obtain a rental license as I will no longer be living there and is considered a rental SF.

Tell tenant you will review the maintenance history and the video.

I have read mixed reviews on investing in this market due to pro tenant system, high vacancy and very slow price appreciation.
