Yes, it's easy to ask you these questions after the fact, but you won't succeed unless you carefully review your mistakes and learn from them.Not sure I agree with your statement, "RTR knew they’d messed up".

no way to really answer this until we know what state or counties you want to do these developments in.Each state and County can be vastly different and as such change the metrics of that whole laundry list of questions you asked. 

Customer reviews are always helpful, but this is another tool in your belt for vetting companies.
