I've seen some malicious actors that heavily advertise a military "discount" for their apartments, when in reality the list price is above market rate, and the discount drops the price to the market rate. 

The individual wasn't a handyman at all but an out-of-work theater actor.   

If she was not malicious, but rather just not too bright, then I would work with her and her Section 8 case manager to keep her as a tenant.

I tell them if they are out by a certain date and they voluntarily agree to sign a "termination of tenancy" letter, I will not "evict" them, or sue them for any cleanup, assuming there is not any serious malicious damage or neglect.

Although I do shoot you some advice on avoiding one of the most notorious bad actors in the entire industry.Don't buy in the roughest neighborhood in the urban core.

Alternatively, if you DIY'ing your home security, just make sure it's firewalled off in a separate wireless network from your laptop/phones/etc to ensure you're not allowing bad actors to unlock your front door's smart lock by pulling access codes out of the air because you thought it was easier to have a network with no password or are still using WEP security that your neighbor's kid can crack in < 60 seconds. 

Every bad actor can justify their actions for some larger greater cause but that doesn’t mean their actions are unethical 

A "protected tenant" is defined as a person who has resided in the premises for at least five years and either (i) is 60 years or older; (ii) is disabled under the meaning of the California Fair Employment and Housing Act; or (iii) is a catastrophically ill.
