@Max Ball it depends on what your plan with the property is.

Some can be ball-busters and others fun. 

I have read and research alot and i have found out that there a median ball park of 30 - 40k give or take to flip a house.

I am considering once I have all the other facts offering the bank a low ball offer contingent on working a deal out with the prior owner.
