I want my 10-day notice to instill a sense of urgency and dread, and I want them to know that they are now in violation of the lease and at risk of eviction, non-lease renewal, or a higher rent increase if still renewed.

You're asking all the right questions, and there's no super urgency, while you're saving.Take your time, soaking up all the webinars and blogs and threads here that you can find.You'll find the "Search BiggerPockets" (at the top of screen) really useful.Your way forward should become clearer to you as you become closer to being ready.I recommend starting out investing in your own 4-plex primary using FHA, rather than out of state Turnkey (which are invariably sold for full market value, despite what the TK Company might say).Keep asking good questions, and taking the right SAVINGS steps - and you'll get there!

I believe that until someone knows exactly how you feel paying the taxes insurance and repairs for a property, even if the property is vacant the they truly know your urgency to get the property rented. 

They don’t seem to care about the urgency of people’s situation either.  

I would assess the "urgency category" of each request.   

It took them about 2 months to get to the job (and there was zero sense of urgency). 

The properties we owned the longest were all out of state and it was because we had a property manager taking care of all these things, keeping the urgency stress out of our hair.     

To Matthew that makes a lot of sense, I understand, and I'll act with more of a sense of urgency and tighter timelines. 

I feel your sense of urgency and that is a concern.
