What you have to do is find people in those countries directly (a lot of people hire people from the Philippines because their English is good, currency exchange rate is favorable to people in the States, and their accent is not as thick as people from other countries).

@James Meyer being a model home essentially has no effect on value over the long term, the upgrades count for something but really only if they are significant ex: nobody cares if you got the thick or thin countertops in the bathroom. 

Anything more than than you need concrete patch. read the bags for the thickness they allow and realize that you will need time for them to properly cure and get the moisture out before laying any floor floating or otherwise ; to avoid either mold developing or the moisture breaking the bond of the glue.

The home is on a corner and the areas in the yard are currently filled with big thick bushes which act as privacy protection as there is nothing but a shorter wall around the front and sides.

I dunno if my skin's thick enough to dip into C & D neighborhoods, but perhaps if I want better returns, that's where I'd get them. 

I have seen flat roofs 5 inches thick , just layers of felt and tar over and over again
