What we've done to mitigate some of that is including some non-refundable fees for cleaning, rekeying, etc, in addition to the deposit.

The fee they pay covers the administrative costs of updating leases and tenant ledgers as well as re-keying the property, to ensure the departed roommate does not have access to the unit once the termination goes into effect.

My thought would be to find out the cost of rekeying it and charge the tenant the cost of rekeying the mailbox.
