Most state licensing laws and MLS regulations prohibit listing a property on the MLS unless you are the owner. There are some that might allow contract owners to list a property but disclosure would probably be necessary. Best to check with a local broker in your area.

You've answered your question by summing up the market conditions. Sellers will more often list with a broker expecting the benefits of MLS exposure and internet marketing. Given your local market conditions, sounds like getting your license is the way to go.

There's not enough margin in a MLS-listed property to support your investor's strategy.... after paying listing agent and your commission. Sounds like he needs to find his own deals or reevaluate his Buy Strategy.

Having a RE Lic is a great way to understand RE investing.  Access to inventory and tools will help to understand what  are important to investors.

The inspection can be done for an investor for informational purposes.  Yes most investors are buying properties for pennies on the dollar but it's still important to know what you're buying.   I have seen where some investors have included in the contract of Sale to sweep for an underground oil tank as a contingency.
