I don't mind when people come up and say hi and ask for a card. Just don't stand around and talk my ear off about your current project or what you want to do unless you want to just say its an addition, or its a deck, or its a flip..... thats for when I come meet you, right now I'm focusing on cutting this board haha. Walk up to one of the guys on the crew and ask "who is in charge? I may have some work for you guys". That should get you in and out fast. If its a house being build or renovated, or any large project, try to catch someone coming in and out from the outside. It does make me nervous when people walk through a job site.... there are a lot of hazards on a site.

One note about the BBB "ratings"..... all you need to do is give them $500.00 a year to have a rating with them. They call me 3 times a year saying I have made a special list, one time only deal!, think of the possibilities!!!!..... needless to say, I am not on the BBB list.

One option may be kerosene heaters. You would have to check to see if you can use them in NYC. They will heat a place up tho. You can get a heater here for about $140 and the price per gallon for fuel.... you ready for this.... $9.00 at local Home Depots here (for the good k-1 or 1-k stuff.... can't remember what its called exactly). You can make a room comfy on 5/gal a day tho depending on outside temp and a heater will do around 1000 sq ft usually.

I agree with @Jon Holdman watts is heat, heat can be made from watts.... most efficient is baseboard heaters.

What about a mini split system? Its a condo so prob not, those things are awesome though!!!

Just my two cents here-

Its a rental, If the tile looks good and is in good shape, leave it. It takes quite a bit of time to tear up, possibly repair subfloor if they just glued it to that (unless its on concrete), lay down new, and then lower base trim, toe kick, and standing door trim. The standing trim for doors can't be lowered without having it look horrible up top, so you would need to  get new trim, paint, then install. Sure you can cut some corners here and there if you want, and the end result may show that.

After all of the cost and time of doing it how long would it take you to get your money back in rent? Will the place rent for 25$ more a month with a new floor or will it rent for 200$ more per month with a new floor?

One thing that comes to mind would be the projected value of land in 30 years. Is this property in a spot that the property would be wisely used to mow down whats there and build a larger more productive building? Just a thought.

Not to sound like an a hole, but the time spent arguing over $931 (1770 you say he owes -  $839 he says he owes) seems to be a moot point (if I understand correctly). It is 931 bux..... but its 931 bux. Small claims  wouldn't be worth it in IMHO. I would write to him as someone else suggested saying what you said here, you feel you are owed 1770 and ask him if your numbers look correct. I would bet that asking him what you missed, vs telling him he is to low on his refund amount may get a more favorable response from him.

Is this something that may go in a few weeks? May be best to ask him to hold off for a couple or three weeks instead of fighting to get your money back.
