In St Louis, you should be fine with that number. The only thing you might have to worry about is delays in getting materials.

@Sherman Cummings Waterloo Illinois and Columbia Illinois are great places to live. Part of Columbia is in St Clair county and Waterloo is in Monroe county. Both of these are very close to Scott AFB, are safe and geat place to live. Home rentals are 900 to 1500 a month. Millstadt, Illinois is also in the mix.

I would think that tampering with a motor vehicle is illegal. I would report them to the police as the landlord/owner to keep the tenants name out of it.
