@Roman Ladijensky You will be able to find a property that fits your criteria but you will need to stay in C class areas. 

Make sure you work with a local professional who can help you throughout the process. Buying in the "best" area is subjective and depends on your goals as an investor. Also, if you are working with a budget that will greatly limit your "best" areas.

@Horacio Gutierrez I have heard these "investors" say they provide different percentages on the extent of rehab needed but I will tell you from my experience running a construction company in Cleveland, OH that will set you up for failure. @J Scott said it perfectly (it depends on many different factors). If you are unable to break down the main components to a rehab then I would either consult with a GC or go to a local investors flip and see if they would be willing to break down the SOW that there current contractor is doing.  There is no "easy" way and will take time and experience. @Brent Laesch I would ask at your local REIA or even ask your local home improvement store. My company gets a lot of referrals when we stop in to pick up supplies. You can always ask the employees that work there if the person is reliable or not.
