so apparently this weasel is now some kind of a ("prominent") political commentator on youtube nowadays? lol 
if it's really only using 600 watts/hour, you're looking at around 15 kw per day or around 450-500 kw/mo if it's running 24/7. depending on your price, this could be anywhere from $50-xxx/ mo.

that's freaking amazing, Bill. our 2k sq.ft on a 3.5 ton system (roughly 4 kw/h) and our bill is right around $350/mo (~2400 kw) in 100F+ days this summer. our water heater is electric (and we love doing laundry all the time), so that's not helping lol

are you doing any of the above? not sure how can any people above really answer this question without knowing the local code and scope of work that you're doing... 

and you still kept the fence picture as one of the first ones... at least pull that fence back up and secure it with some wire so it can last until the people move in...

huge contrast of exterior vs interior. make sure the tenants that do get the place do not bridge the gap between the two.

no appliances is another big one like someone else said. HD and lowes are hurting for business right now, so go and find a cheap combo to slap in there on some 0% financing.

no idea if the rent is even in the right ballpark, but it does appear a bit on the high end for the place (again, judging by exterior).

create an online account at the utility and see what the usage is vs trying to call them. everyone is shooting in the dark here w/o additional info.
