Hey Frank, I've inherited many a tenant in Portland, and I run my performas assuming they will be there a for a while.  If you want them out quickly, plan on paying the mandatory relocation fee

I've been investing in Portland for years with that same goal of finding unique properties that offer both appreciation and cashflow.  The east side is typically going to give you more cash flow than west side because of lower property taxes.  Check out areas like Foster/Powell, Brooklyn, & Oregon City for some appreciating areas that still have low price points but can offer cash flow.  Investor Lab is another local PDX group that offers a lot of insight and resources for investors.  I live in Lake Oswego too and would be happy to grab coffee!  DM me if you want to chat!
