Real estate agent investor here working in Coeur D Alene. 
If you want to give me a call, I would be happy to take a look at this with you. 
High End homes and especially waterfront are for sure in decline here as are rents. However, they are not making any more waterfront and we all wish we would have bought waterfront homes 10 years ago when we thought it was expensive back then. 

$4,000 a month rent and you end up with nothing 

or $3,333 a month and you risk locking up $500K for that time period and paying $40K a year in interest. 
Really depends on your opportunity cost for money and your outlook on the market here.

Post: Idaho Realtors files suit against Lava Hot Springs over STR

The City of Sandpoint has effectively banned STR's within the city limits unless you are an owner who lives on site and the home is your primary residence. You can try to get a permit to have one but there are only a handful and the waiting list is multi year long.

What is the latest? DO you have a link to the bill on this. Our Representative here in North Idaho Heather Scott has been super helpful with these when I have talked to her about landlord bills in the past.

Hey @Dan Throw, I think you are on the right track but I think you are looking at a rather expensive piece of land near Hayden. Developing, surveying, splitting, and recording is no easy task right now in Kootenai County with everything backed up with long delays. I have some other ideas where you might be able to do this easier and for way less money. I will send you a couple options and we have some private money lenders you might be interested.

We want to be part of your local tribe. Come to our meetups the second Thursday of each month at Laughing Dog in Sandpoint and meet wholesalers in the area. We even have a branch of our real estate team doing some wholesaling in the area. We are having the most luck in Priest River and Bonners Ferry.

As an Idaho agent who is part of a team that wholesales, just like @Don Spafford said, make sure you talk to your Broker. In the words of David Green, many Brokers will not want their agents wholesaling because its pretty easy to not be working in the clients best interest. Our broker says - Disclose, Disclose, Disclose. 
I would encourage you to partner with wholesalers who give you the business when someone wants to go to market and if you have buyers looking for a great deal (who doesn't) - well then now you have a source of good deals. And then you are not stepping on your wholesalers toes because they provide a valuable source and we need them in this crazy market. 

And I guess to answer the question, yes you can use the Idaho RE-21 to wholesale, check the box that says may be assigned and put the purchaser name as "YOUR NAME or assignees"
