The internet is your friend here.  Research local and highly rated cleaning services that specialize in frequently cleaning rental properties.  The more reviews the better!  I would recommend a company that has a system in place for scheduling.  A company that is reliable and knows when to be there will be the biggest challenge.

Once you have a few potentials in place, give each of them a call and see how they conduct business.  You will be able to tell a tremendous amount about the company and how they operate with one simple phone call.

Start marketing the property as soon as you take possession.  As for right now.. focus on getting the deal closed, develop a marketing plan, budget for when the property is vacant.  BP will become your best friend during your due diligence period.  Congrats!  Topsail is beautiful.  Are the long term tenants leaving when the lease is up in December?  Or will they stay month to month until Spring and vacate before Summer?  The reason I ask is because winter is slower for vacation rentals.

I have come across it before.. However, rentals in my areas MLS are rare. I'll do some research for you to make sure I'm not bluffing

Your MLS will have that information. Sometimes you can see DOM on zillow as well, however as always be skeptical with zillow.

Looks simple and to the point.  I would use something along those lines as well.  Make sure to keep records of the correspondence.

If you are making money on the property I don't see a problem with it.  However, I do see your concerns.  After all, the point of owning a duplex is to have two properties in one.  I would suggest you meet with the other owner and address some of your concerns prior to submitting an offer.

Unfortunately the contract has changed therefore the earnest money is refunded back to the buyer.  All earnest money is is a good faith check when purchasing a home.  It shows sellers that you are serious about the purchase.
