Best Way To Put In An Offer

What is the best way to put in an offer?  I live in an area that is growing rapidly and real estate prices are high.  I need to put in offers rapidly so I can see if sellers are willing to deal before I spend a bunch of time analyzing the guts of any property.  So far I've always had to sign lengthy contracts to put in offers.  Is there a better way??
