As an agent I can tell you that I would not do this for the reasons @Jacob A. mentioned above.  Even if you did find an agent to do this deal, you would lose a percentage of the commission to the agents firm..

I don't see anything wrong with providing comps.  The appraiser is doing his or her job by valuing a home.  Comps can provide additional information that may, or may not be taken into consideration during the process.

Without a doubt do it!  Make sure you speak with your attorney and have documentation drafted like @Ronald Rohde said.

As far as how much of a discount the tenant receives goes... My thoughts are 3-5%.  The tenant is already paying X amount of dollars, even a 1% reduction is less than current rents.  5% @ $1,000 mo. rent is $600 in savings.

I'm going to have to agree with this.  

It sounds like your agent unfortunately may be letting you down.  I can guarantee the listing agent will make themselves available.

If you are in a due diligence period you can still walk away.  You can negotiate the seller make repairs, or you can close on the deal and make repairs at a later time.  Be weary on the extensiveness of the problem, and listen to the professionals opinion so you can make the most informed decision.
