If you want to assume merits for their "performance" I consider that far fetched, but typical.

Health care is not a right. Unless you live in a developed country. And quite a few undeveloped ones.

Disclaimer here: he meant to meet and discuss Chomsky upon returning from the war but never did due to his untimely death.

I don't think that was the sole purpose (benefit) of this program. I don't think this is even the main benefit of the program. I think the main benefit would be kickstarting an industry (auto) part of the economy that's been badly beaten during this recession in order to provide a boost, jumpstart, even if only a temporary one. Increased auto sales providing more jobs for auto makers, dealers and so on. I think present sales are a good indication it's doing that. Decreasing mpg's is just a side benefit in my opinion. At least it's a first step to heading towards more fuel efficient cars which I think we all agree is badly needed. Again I don't make this thing out to be the best thing since sliced bread but I think it's way less money (about 100X) spent way better than the money blown on banks, wars, etc. just my 2c.

Oh so when I mentioned the countries in Europe running this program and you responded that they're being kept quiet, unlike here, you automagically referred to Cuba. Sure, that makes perfect sense.
