This is the response I expected, but it's good to hear someone tell you what you suspect rather than keep wondering. Thank you all for the advice!

I had a thought today while driving home, and seeing for-sale sign after for-sale sign (none FSBO).

"These people are trying to sell their homes, why not contact them and see if they'll sell for cash?!" (You can tell by the exclamation point that it was a very loud thought).

While I was patting myself on the back for having such a wonderful idea, a second one popped into my head. "That's probably looked down upon in the REI community, and you'd start looking like a scab, and it might even be illegal!" (An equally loud thought)

Then a third thought (more of an eureka moment, you'll be able to tell by the number of exclamation points) "I know!!! I'll put it out to the BP forums!!! Someone there is bound to know the answer!!!

So here it is..

Is it wrong/immoral/illegal/bad business/scab-like to contact sellers with RE Company for-sale signs in front of their properties?

Right now I'm working in the Montco area. I'm focused on what I can drive to and look at with the hours I have after work. I am planning on focusing further south once I'm more comfortable with what I'm doing and have some practical knowledge to throw around.

At this point would it hurt to get a second opinion from a third party electrician whom you've hired? If they find it only takes X amount of dollars then you could push back on the PM and they pay for the difference. Either way it's a "he said, she said" and you aren't there to handle it personally. Also (last thought) but try googling the name of your PM and "complaints" it may give you a history of this sort of thing to push back with

I think it really depends on the condition of the property. Without getting a good look inside you'll be hard pressed to know the answer. If he'll take less than he owes, great! If not, the margin is pretty small and you'll have to make sure the numbers work out in your favor. If all the property really needs is what the sellers says, I think you could come out with something in your pocket. If it needs more, my gut says pass. I hope this helps!
