So a quiet title will not remove liens that are incurred (by the previous owner)AFTER the property has been conveyed to the new owner by way of quitclaim?

Hello all!
I was recently contacted by an absentee owner that responded to a yellow letter that I had sent. She said that she wants to sell her home but that the house has an egregious amount of liens that the prior owner had somehow manage to incur against the property. The certificate of title examination shows that many of the liens are federal tax liens. Some of them are by way of court rulings resulting in judgments against the previous owner. The majority of the liens were incurred proceeding the date of conveyance of the property by way of a quitclaim deed.
Now, the collective amount of liens on this house far exceed the value of the house and I'm not so much interested in the situation except for educational purposes.
In the Title examination, it is stated that a quiet title may be necessary to remedy the title.
What is a quiet title and how would one go about executing one?
The owners of this house are in a real predicament over this guys unscrupulous endeavors which is a shame because they paid cash for the house and own it free and clear in that regard

Ok for some reason my reply got posted before I was done.
Long story short: they wanted about $1400 for the coaching program.
I'm not saying that it's not worth it, but I wasn't too thrilled abut their delivery on trying to get me sold on it. It just seemed a little disingenuous and meant for more naive people.
The other thing is that he was always putting other people's methods down. Every time some other person's system or training was mentioned it was like "oh that guy doesn't know what he's talking about but we do". To me that's a total turn off. If you have to deride other people to make yourself look good, there's probably a deficiency in your own thing.

Hi Justin,
I had visited their site at one point and gave them my contact info, probably to get a free report or something; basically a squeeze page of some kind. Anyway, I got a call from one of their coaches who came off like he wanted to discuss getting my wholesaling business up and running and asked me a few questions about anything I may be working on and if I had any questions that I needed advise on.
The conversation went pretty well and I thought that this person may really be able to help me out because he did have some good advise for me concerning some questions and seemed willing to discuss things with me. Then He asked me if there was a time that we could further discuss things and so we set up a time. That next discussion was essentially the sales pitch for the coaching program that they are offering. I could sense early on that he was leading up to lowering the boom on how much the program costs so I pressed him on it so I could waste as little time as possible. It's not that I'm not willing to pay for education, but when I feel like I'm being patronized and convinced of how badly I need their service, I just want to cut to the chase, because I already realize I need help.

So, good 'ole google let me know that an owner of one of the vacants is now deceased. Apparently the house has been sitting for over a year since she died in January of 2012. How do I find out who has control over this thing?

What's the best best to locate the owner of a vacant property when the only address you get through the assessor's website is the same address as the vacant property?
