This information has been beneficial. I think a better strategy would be to turn the small park into a TOH by offering rent-to-own contracts with the condition that tenants take care of the mobile home R&M. This should reduce some of the R&M and turnover expenses. Have any of you implemented this strategy before?

Converting from POH to TOH is definitely a great move. Just make sure to get advice from RE attorney to make sure that you are in compliance with Dodd Frank.

Most of the parks in Tallahassee appear to be POH. The one on north Monroe has a great location imo.

I work in both Tallahassee and Pensacola. The market seems to be pretty hot. I would be looking for off market properties that need work. I'm sure a local experienced realtor or investor here can help you out.
