I agree with @Patti Robertson on using Bay Disposal, they have very reasonable rates for larger multifamily, better than the city's garbage plan by a long shot. The only negative is you will have other dumping at your site, so secure it and light it as well as you can. 

As for submetering, you can go both ways. The bill back works, and is the standard at a minimum. I went the submeter route and am very happy with True Submeter, they send you the kit to have installed by plumber. https://truesubmeter.com/

Then they monitor usage via the cell network and send you the bill (or your PM) to then bill the tenant. This is accurate and I had a 50% ROI on the cost.

If I could start over again, I would House Hack (buy a house in HR and rent out the rooms) as early as I could. But I agree with the above, talk to a lender first (let me know if you need some recommendatinos) to make sure what you want to do, will work.

Hello, 

Anyone have a recommendation for an appraiser in Hampton Roads? (Virignia Beach, Norfolk, Chesapeake). Not looking for an apprasial, just have an abnormal property and need to pick their brain. Happy to compensate them for their time!
