House Hacking in Norfolk- Ocean View area

Hi everyone! My husband and I are looking to relocate to Norfolk, specifically in the Ocean view/ bay area. We are aiming to find a duplex and live in one side while renting out the other. We haven't decided yet if we want a long term tenant or want to try airbnb/ vacation rental. When looking up the Short term rental rules on Norfolks website, I was a little confused because the rules are so different depending on where you live. If we found a place in the "coastal character district", would this be allowed or would we not be able to reside on the property? I see that there are two routes you can go, either a vacation rental or homestay. Can someone tell me if we would be able to get approval to do this? I am having trouble getting in touch with someone from the city who can answer my questions and we are trying to work through all of the logistics as soon as possible. Thanks for your time!
