I live in the Chicagoland area and use $100 per square foot as an initial very rough ballpark figure.

I think it may be best to contact local builders and obtain a variety of bids on what it's going to cost to construct this complex on a "price per square foot" basis. I fear you will find it's cheaper to buy on the resale market and obtain better cash flow than building new...

I just attended Rod Khleifs three day event in Chicago and I know he has another one coming up in November in Atlanta. Worthwhile and inspiring.

I’m also on CCIM list of online classes as they are available. Not too expensive and cover a wide variety of topics.

In our state of Illinois, you would have to go through the small claims process and get a judgment against the tenant. Did you collect a security deposit to assist?

Our City has an e-mail they push subscribers with upcoming City Council discussions, ordinances passed, developments, etc. Could be a good chance to find opportunities that could apply to your real estate investment business in relation to see what the City is demanding and zoning discrepancies that could play to your advantage?
